Vagif Aliyev was born on June 17 1953. Graduated from physics department of Azerbaijan State University in 1975. In years 1975-1982, worked as engineer, junior scientific worker, team leader, chief master at Azerbaijan National Academy of Sciences Natural Resources Cosmic Researches Institute. In years 1982-1988, secretariat of Azerbaijan State University komsomol committee, years 1988-1994, head master at BSU physics department.
In years 1994-2003, worked as the 1st deputy of minister of youth and sport, and in years 2001-2003, worked as the 1st deputy of minister of youth, sport and tourism. Held the position of head of Sumgait city Executive Power from 2003 to 2011. Pursuant to the instruction signed by President Ilham Aliyev on February 18 2011, Vagif Aliyev was appointed the first deputy of the minister of culture and tourism. PhD in Physics-math. sciences. (1980).
Valiyev Adalat Magsad oglu was born in Baku in 1959.

Samadov Nazim Adil oglu, he was born in Baku city on August 2 1977. In 1998, he graduated from French language department of Azerbaijan State Institute of Languages with bachelor degree, in 2000 and 2001, master's degree from France, Strasbourg II University and Azerbaijan University of Languages, and in 2006, master's degree on international law of Western University with diploma of distinction. In 2001, he was enrolled in doctorate and in 2007, conferred upon PhD by defending his scientific work at Strasbourg II University.
In 1999-2001 and 2004, had internship at French Sciences International Institute, EC Culture, Cultural and Natural Heritage Directorate, and France Internationale Radio. In 2000-2001, worked as a French teacher at Azerbaijan State Pedagogical University.
In 2004-2006, worked as a chief councilor at cultural policy department of the Ministry of Culture of Azerbaijan Republic and deputy chief of international relations department. In 2006-2011, worked as a head of international relations and culture programs under the newly founded Ministry of Culture and Tourism of Azerbaijan Republic and then chief of department.

Sevda Yusuf gizi Mammadaliyeva was born in an academician family in Baku city. Graduated from Baku state University with diploma of distinction. Upon post-graduate studies from the National Academy of Sciences, initially worked as a junior scientific worker at the scientific-research institutes of the Academy and then senior scientific worker.
Began pedagogical work at Azerbaijan Architecture and Construction University followed by associate professor, professor, department head from 1983.

Bayramov Rafig Yasin oglu was born on the 10th of November 1972 in Georgia.
He graduated from secondary school No. 10 in Baku in 1989 with Medal of Honour, then during the years of 1990-1995 studied in the History Faculty of Baku State University (BSU).
He graduated from History Faculty of BSU in with Diploma of Honour. At the same time, during the study, he was working as a laboratory assistant in scientific research laboratory “Application of computers and mathematical methods in historical research” of BSU, participated in a number of historical and applied researches. During years 1995 to 1997, he was doing military service in the rows of the National Guard of the Republic of Azerbaijan.
During the period between 1993 and 1998 was engaged in public activity in non-governmental youth organizations, the National Council of Youth Organizations, as well as took an active part in the realization of many local and international events (forums and conferences) and regional projects, was awarded a number of honorary diplomas.
He worked in Youth and Sports Department of the Executive Power of Nizami District of Baku between 1998 and 1999, and in senior positions in the Office of the Executive Power of Baku City in years 1999 to 2001.
He worked as a principal instructor in the Department of Youth Affairs of the Ministry of Youth, Sports and Tourism of the Republic of Azerbaijan, and as a Deputy Minister of Youth, Sports and Tourism for 2003-2006.
In 2006-2014, he worked as a Deputy Minister of Culture and Tourism of the Republic of Azerbaijan.
He is the Head of Administration of the Ministry of Culture and Tourism since July of 2014.
